Background
While sanctions were primarily seen as tools of economic or political leverage, sanctions have also emerged as instrument for protecting human rights. Although sanctions have been implemented with the aim of ending Russian aggression, the report suggests that there is a lack of consistency in compliance with the sanctions.
"The Russia sanctions as a human rights instrument: Violations of export controls regarding war-critical goods to Russia" delves into the emergence and strategic significance of sanctions as instruments for safeguarding human rights, provides updated data on the application and impact of the sanctions on Russia, and looks at enforcement practices with a special focus on Europe.
The report is a result of collaboraty effort by the Norwegian Helsinki Committee, Corisk, Wikborg Rein, and the Rud Pedersen Group.

About the speakers
Gunnar M. Ekeløve-Slydal serves as the Deputy Secretary General at the Norwegian Helsinki Committee (NHC), handling matters related to international criminal law, human rights, fact-finding, minority concerns, and education. He has oversight roles related to NHC’s work on International Justice and freedom of religion and belief and coordinates the NGO Forum for Human Rights. Ekeløve-Slydal's work includes efforts to promote accountability, Magnitsky sanctions, and other mechanisms against impunity. Beyond this, his background spans philosophy, religion, history, mathematics, journalism, and human rights.
Erlend Bollman Bjørtvedt is an expert in country risk and analysis. From 2016 to 2020, he led Telenor's global country risk function, focusing on strategy, mergers and acquisitions in Asia. With a background in government relations at Telenor and Hill+Knowlton, he has provided counsel to companies within ICT, technology, shipping, and defense across Europe. Bjørtvedt's background spans history, economics, East European studies, finance, sustainability, and globalization.
