Development of automatic traffic enforecement and speed fines in Finland

Speed enforecement is one of the most important way for police to maintain and improve traffic safety. With sanctions it is possible to decrease driving speed and increase subjective risk of punishment.

In this presentation, development of automatic traffic enforcement and speed fines in Finland will be described. Increase of automatic traffic enforecement has been rather rapid in Finland in recent years. In 2019 Finland's automatic traffic enforecement system covers approximately 3,500km and a thousand fixed camera poles. However, fever vehicle passing the automatic traffic control point have been photographed during the latest years.

Automatic traffic enforecement system has a huge effects on sanctions system. Amount of petty fine has increased since 2004. Under previous two years, on average, ovet 200,000 petty fines and about 9,400 day-fines have been imposed annually with the help of fixed speed cameras.
