Webinar - AI Governance in ASEAN: An overview, international comparisons, and what lies ahead

This talk presents an overview AI regulatory regimes across the 10 ASEAN countries.

The Association of Southeast Asian Nations (ASEAN), comprising 10 member states, has published the first edition of the ASEAN Guide on AI Governance and Ethics on 2 February 2024. This talk will cover the Guide, more particularly the following:

  • An overview of AI regulatory regimes across the 10 ASEAN countries, with a focus on Singapore (as the ASEAN Guide draws on many of Singapore’s existing AI governance documents);
  • An in-depth look into the ASEAN Guide and what it may mean for future AI regulation, as well as allocation of liability when an AI system causes harm or does not perform as expected;
  • A comparison of the ASEAN approach to AI regulation and governance, with approaches originating from other blocs of countries (e.g. OECD, G7) and key jurisdictions around the world (e.g. EU, USA, China, UK, Japan, Australia). 

The talk will wrap up with a 4-step framework to think about what “interoperability” across different countries’ AI governance frameworks means and when can we say it has been achieved, given that this term is increasingly mentioned as a goal for AI governance.

 

Presenter details:

Cheryl Seah is a Director at Drew & Napier LLC, one of the largest law firms in Singapore. Her key areas of practice are Telecommunications, Media and Technology, and Artificial Intelligence and Digital Trust. She advises a range of companies from Fortune 500 MNCs to local and foreign start-ups on legal and governance issues arising from their use of AI

Cheryl publishes frequently on legal issues arising from the use of AI with Singapore’s Law Society, and conducts talks on AI for external organisations and regulators in an ASEAN jurisdiction.  

Prior to entering private practice, Cheryl was a State Counsel in the Attorney-General’s Chambers (AGC) of Singapore, working first in the State Prosecution Division and later in the Legislation Division. Cheryl has drafted legislation across a wide variety of subjects, with a focus on transport (including autonomous vehicles), infrastructure, technology and civil procedure. She also advised Ministries and Statutory Boards on their policies, helping them to manage their legal risks.
