Regulation of "low-risk" AI systems under the forthcoming AI Act -- a case of no sticks, no carrots?

Most discussion of the EU's forthcoming AI Act has centred on regulation of high-risk AI and general purpose AI models. There has been much less focus on regulation of AI systems that are deemed to present lower risk. In this presentation, Lee Bygrave will consider how the Act will regulate the latter category of AI systems. In doing so, he will critically consider the envisaged role that codes of conduct will play pursuant to Article 95 of the Act.
