Academic interests
My research field is public procurement. I am associated with the research project ProCrits (Public Procurement of Critical Services) as a PhD candidate. The dissertation is article-based. As of February 2024, the plan is for the dissertation to consist of four articles, under the heading “Formål, prinsipper og virkemidler i regulering av offentlige anskaffelser” (“Objects, principles and means in regulation of public procurement”). A common entry point to the overreaching topic is the significance of "competition" in public procurement, including different understandings of competition and the principle of competition. The five articles to be included in the thesis are:
"The general principle of competition is dead", Public Procurement Law Review, 2023/2, pp. 85-98. Addresses the alleged principle of competition in procurement law in the EU.
"Ends and means in the regulation of public procurement - a legal-historical analysis" (Original Norwegian title: “Formål og virkemidler i regulering av offentlige anskaffelser – en rettshistorisk analyse), Tidsskrift for Rettsvitenskap, vol. 136, 4/2023 pp. 359-442. Deals with the development of regulations of public procurement in Norway from the early 1800s to the present day. https://doi.org/10.18261/tfr.136.4.1
«The principle of competition in the public procurement act art. 4 -particularly on the prohibition on unnecessary limitation on competition” (Original Norwegian title: Konkurranseprinsippet i anskaffelsesloven § 4 – særlig om forbudet mot unødig konkurransebegrensning“), Tidsskrift for forretningsjuss, 2023/2, pp 167-199, DOI: https://doi.org/10.18261/tff.29.2.2
“Commands and contests, Commission policing and company rights - A historical review of the development in regulatory instruments of EU public procurement law” (Working paper)
"The principle of competition in the Procurement Act § 4" (under editorial review). Addresses the content of the principle of competition in the law. § 4, particularly the significance of the procurement directive article. 18/supply directive article. 36.
In addition to the doctoral project, I have a particular interest in labor law, constitutional law and administrative law, and other issues in the field between law and politics.
