On 14 January 2022, a new governance structure for market coupling in the day-ahead and intraday timeframe entered into force. It foresees a close cooperation between all Nominated Electricity Market Operator (NEMOs) and Transmission System Operators (TSOs), with the creation of a joint structure, the Market Coupling Steering Committee (MCSC). This is seen as a step forward towards a more integrated European electricity market, through the integration of the decision making process for day-ahead and intraday timeframes.
NEMOs and TSOs are decided to quickly move forward, with a quick implementation of this new governance structure and related voluntary initiatives (joint qualified Majority voting, creation of consultative group with stakeholders, joint planning of activities). This is also justified by the need to better coordinate operations between operators and market players, in a context of higher share of renewable energy sources and more active consumers and market participants.
These coordination initiatives take place at the same time that ACER is proposing to amend the CACM Regulation (CACM 2.0) (see consultation on ACER’s proposal for reasoned amendments to Regulation (EU) 2015/1222 establishing a guideline on capacity allocation and congestion management). One point of discussion in the revision process is the proposal to amend Market Coupling Operation (MCO) governance, in order to make it more efficient.
During this webinar, Jørgen Bjørndalen (DNV) and Camilla Berg (NordPool) will discuss the system for MCO governance, the need for establishing a joint structure and the pros and cons of ACER’s proposal for a new MCO governance structure.
Speakers
Jørgen Bjørndalen, Principal Consultant at DNV’s Energy Systems division, and based in Oslo, Norway. He has been active as research economist and consultant in the European electricity markets since 1988. In 2017, he wrote a report to NVE together with Björn Hagman and Erling Hjelmeng (Competing NEMOs – efficient competition and efficient market coupling), in which they discuss the organisation of the MCO function (Link to report : 171106-dnv-gl-report-on-competing-nemos.pdf (nve.no)). Jørgen Bjørndalen has since then also assisted ACER in developing the methodology for the ongoing bidding zone review.
Camilla Berg is General Counsel and Head of Legal, Regulatory Affairs and Market Surveillance, at Nord Pool AS. She has been Director of Market Coupling Operation since 1 September 2021
