About the topic:

The European Commission's new legislative proposals reforming the Electricity Market Design contain two new innovative facilitative mechanisms for PPAs. Firstly, it seeks to introduce market-based guarantees for PPAs so that the credit risk of (smaller) buyers can be overcome. Secondly, it requires Member States that want to support renewable energy projects to include PPAs as a possible revenue stream for the developers, whereby they should particularly reward PPA arrangements that cater to off-takers that would otherwise face entry barriers. The seminar will look at these arrangements and will try to have a first assessment on how this could be implemented and on whether these would be effective.
