During 2022, electricity markets in Europe were in turmoil. Forward markets were no exception and, to some extent, they were the most impacted. Many markets for cleared power derivatives were already experiencing diminishing liquidity before 2022. One of these was the Nordic power market which 20 years ago was one of biggest in Europe but which experienced very low liquidity after 2022. The situation led to swift market and regulatory developments, notably proposals for market reform from the European Commission in 2023 as well as national initiatives exploring possible intervention in current market regulation.

This webinar focuses on hedging instruments to support the functioning of wholesale electricity markets. It looks at the introduction of auctions of Power Derivatives (EPADs) in Sweden by the Swedish TSO Svenska Kraftnät. It will present the background for the introduction of EPAD auctions, and the role of ACER’s decision of September 2022 to oblige the TSOs in Finland and Sweden to develop and provide cross-zonal hedging products other than long-term transmission rights (LTTRs). The presentation will thereafter review the design elements and legal framework for the EPAD auctions in Sweden. It will assess the impact on Swedish forward markets from the auctions during 2023 and the shaping of auction arrangements under current regulation and upcoming market design reform.
