This online programme is designed as a professional training for representatives of ASEM government agencies involved in upholding the rule of law; i.e. ministries of public security, police services, departments of home affairs, and representatives of the judiciary, primarily police officers and public prosecutors.
Training objective
The training will introduce tangible, efficient, and human rights-compliant tools for law enforcement and public prosecutors through the introduction of investigative interviewing; which if fully implemented, will contribute to human rights implementation and strengthening the rule of law.
The capacity-building programme will present international guidelines on Investigative Interviewing and other non-coercive techniques, intended to support law enforcement investigations by outlining guidelines and practices for efficient and torture-free investigations. The Norwegian Centre for Human Rights will conduct the training.
Target participants
All applicants should demonstrate that they have minimum 5 years of practical and/or theoretical experience with questioning victims, witnesses and suspects of crime, and/or criminal procedural law, in addition to other qualifications.
Selection criteria for participants:
- Minimum 5 years of experience as a police investigator (detective) or as a public prosecutor;
- ASEM nationality*;
- Professional proficiency in English;
- Letter of endorsement from his/her organisation.
Senior representatives of relevant CSOs and other public institutions involved in promoting and upholding the rule of law are also eligible to apply.
Application process
Interested applicants are kindly requested to complete the online application form by Sunday, 23 August 2020 (23:59 SGT). Please read the training leaflet carefully before submitting your application. In the online application, applicants are requested to upload a letter of organisational endorsement or nomination letter, explaining how their participation in the training fits into the organisation’s priorities and activities. The selection of participants is conducted by an admission panel designated by the co- organisers. ASEF will do a pre-screening of applications, which may include calling shortlisted applicants for a short interview.
Training format
The training will require each successful applicant to devote approximately 12 hours of study time over the course of 2 months. It will comprise of live lectures, which will be conducted via Zoom, recommended readings, group works and pre-recorded lectures. Details of the programme, including schedule of the sessions and module topics, will be shared with participants.
The participants will also gain access to the United Nations Office on Drugs and Crime (UNODC) training modules on Investigative Interviewing once these modules are completed and published (tentatively October-November 2020). The estimated time for completing the modules are not included in the 12-hour estimate for participant study time.
