A new guest researcher at NCHR: Konrad Neugebauer

The Norwegian Centre for Human Rights (NCHR) welcomes the arrival of a new guest researcher who will be joining us for a month-long stay.

With his impressive academic and professional background, Konrad brings a fresh perspective and a wealth of expertise to NCHR's commitment of promoting human rights and the rule of law.

Konrad Neugebauer is currently finalizing his PhD thesis, which focuses on the International Criminal Responsibility of Domestic Judges for their Involvement in International Crimes. Under the guidance of Professor Andreas Zimmermann at the University of Potsdam, Konrad has dedicated his research to understanding the accountability of domestic judges in cases of international crimes. His work addresses a timely and crucial issue in the field of international law, considering the increasing globalization and interconnectedness of legal systems.

Before his guest research stay at NCHR, Konrad was a junior researcher at the University of Potsdam before joining the Berlin-Potsdam research group called "The International Rule of Law - Rise or Decline?". This research group, funded by the German Research Foundation (DFG), examines the evolving role of international law in a changing global order.

In addition to his academic pursuits, Konrad has worked on projects aiming at promoting the rule of law. His role with the German Development Agency (GIZ) involved working in Dakar, Senegal, and Dar es-Salaam, Tanzania, where he contributed to enhancing access to justice and improving the quality of jurisprudence. A German-trained lawyer, Konrad's diverse experience also includes clerkships with the German judiciary, the international law department of the German Federal Foreign Office, and the strategic litigation and international crimes team at the European Center for Constitutional and Human Rights in Berlin.

Konrad will present his research during the research group on International Law’s Lunch Seminar on 13 March on the topic "The ICJ Order in South Africa v. Israel - Which Implications for Domestic Judges to avoid Personal Responsibility under International Criminal Law?".
