The backlog of pending cases before the European Court of Human Rights (ECtHR) has increased with over 4 000 cases from 2020 to 2021, totaling 74 650 cases. At the same time, there has been an increase in the total number of judgments currently pending full execution (6,081 compared to 5,533 in December 2021). In my speech at the conference “The Role of the Judiciary in Execution of Judgments of the European Court of Human Rights”, I addressed the challenges with regard to the execution of judgments of the ECtHR, including democratic backsliding in member states, bad faith implementation of the European Convention of Human Rights and persistent non-implementation of the Convention.
